Ukraine Plans to Open Agricultural Cluster in EU Accession Talks by 2027
Ukraine aims to open an agricultural cluster as part of its negotiations for European Union membership in early 2027. To achieve this, the country must complete a series of tasks by the end of 2026. The opening of the agricultural cluster depends on Ukraine fulfilling its 'homework' by the end of the current year. Cluster 5 'Resources, Agriculture, and Cohesion' is considered one of the most challenging for Ukraine due to the necessary changes in the agricultural sector to adapt to EU rules. The agricultural sector may become a contentious issue in membership negotiations, as Ukrainian products compete with EU producers who receive significant subsidies. Differences in farm structures remain a problem: about 80% of Ukrainian farms may not meet the criteria for accessing support programs. Ukraine needs to adapt its agricultural standards to EU requirements, including regulations on agrochemicals and livestock management practices. The opening of the cluster will mark the beginning of a complex stage in negotiations, rather than the completion of the adaptation of Ukraine's agricultural sector. EU membership will provide farmers access to the Common Agricultural Policy and subsidies; however, under current rules, most Ukrainian producers will be excluded from this program.
