$125 Million 'Idle' Treasury Sparks Controversy, Zcash Community Calls to 'Cut' Subsidies

Deep Tide Insight: With the recent recovery in token prices, the scale of the Zcash funding fund has dramatically expanded. The net assets of the ZCG treasury responsible for funding the ecosystem have recently soared to $125 million, far exceeding the daily development expenditure needs. Originally intended for incubating innovations, the block rewards are now evolving into a governance burden of idle funds.

This surplus of funds and the inversion of token inflation have triggered a fierce backlash from the core development team and the community. Several members, including co-founder Sean Bowe, have proposed reform plans, with the core demand aimed at terminating the current 8% allocation of block rewards and pushing for a complete restructuring of the funding mechanism.

Currently, the community has formed four distinctly different routes of contention, ranging from immediate cuts to subsidies to the complete abolition of the development fund, with heated debates ongoing. This issue not only concerns the ownership of over $100 million in funds but also touches on the fundamental question of how decentralized networks balance long-term maintenance with inflation dilution.

$125 Million Treasury Sparks Controversy: Ongoing Subsidies Lead to Capital Accumulation

As the crypto market rebounds, the treasury scale of the Zcash Development Grant (ZCG) continues to rise. According to a deep analysis by Bankless, the net funds currently held by this special fund have reached approximately $125 million, a figure far exceeding current routine expenditure levels.

The funding for ZCG relies on a fixed blockchain mechanism. According to previously established rules, 8% of the rewards generated from each block in the Zcash network are automatically allocated to this fund. However, over the past few years, the actual approval and expenditure speed of funded projects have lagged far behind the automatic accumulation speed of block subsidies.

This crude and continuous infusion of funds has raised widespread doubts among the token-holding community. Many community members criticize that, with the treasury funds already severely surplus, the network continues to mechanically create token inflation, which not only dilutes secondary market liquidity but also leads to long-term idleness and inefficient accumulation of valuable ecological assets.

Co-founder Proposal Takes the Lead: Proposes to Stop 8% Subsidy and Shift to Reserve Mechanism

In response to the escalating controversy, Zcash co-founder and current Tachyon head Sean Bowe took the initiative. He formally submitted a draft improvement proposal to the community, suggesting that in future network upgrades, the current 8% block reward allocated to ZCG be completely terminated.

Sean Bowe proposed that during the transition period, this 8% subsidy be directly transferred to the Network Sustainability Mechanism (NSM). This move can reserve a long-term security budget without increasing token issuance, avoiding continuous dilution of the circulating supply. The draft also clearly states that the ownership of existing reserve assets and independent approval rights of ZCG remain unchanged. Even if the incremental subsidies are cut off in the future, the existing $125 million assets are sufficient to support developers for several years, thus this proposal not only cuts off unnecessary inflation but also leaves a financial buffer for ecological innovation.

Four Proposals Compete: Community Engages in Intense Debate Over Fund Allocation

In addition to Sean Bowe's plan, three other radical governance drafts have emerged within the community. The four proposals point to different disposal paths, including terminating ZCG allocations, completely abolishing the entire development fund, gradually reducing to zero, and transferring surplus funds to a community fund pool.

Supporters of subsidy cuts argue that the current development fund stems from early privilege designs and that ZCG is not directly bound by votes from all token holders. After the token price increase amplifies the fund scale, the unrestrained automatic printing mechanism violates the original intention of decentralization and must be corrected quickly through a hard fork.

Opponents, however, express deep concerns about the future of the protocol. They point out that if development funds are hastily canceled without establishing a complete alternative incentive system, subsequent core protocol maintenance, zero-knowledge proof upgrades, and code auditing work may face a risk of interruption, severely impacting the long-term vitality of the public chain.

Inflation Control and Governance Breakthrough: The Test of Decentralized Public Chains in Deep Waters

The growing pains currently faced by Zcash reveal a common dilemma in the token economic design of first-generation proof-of-work public chains. When the early reserved development subsidies inflate infinitely with market capitalization growth, balancing developer incentives with token holders' rights becomes an unavoidable question for all PoW projects.

Currently, the focus of community discussions has shifted from mere surplus of funds to power restructuring. Token holders desire to reclaim the right to fund allocation, core developers hope to ensure that research and development are not disrupted, while the miner community expects more block rewards to flow back to support computing power, with various interests engaging in intense clashes in the proposal discussion area.

All proposals are currently in the public review stage and have not yet formed a final consensus. This roadmap game surrounding the $125 million treasury will not only determine the future supply curve of Zcash but also provide an observational sample for the entire Web3 industry to explore sustainable and decentralized public chain funding mechanisms.
