India’s parliamentary Finance Standing Committee is scheduled to hold a hearing on September 16, where the Ministry of Economic Affairs will testify on virtual digital assets as lawmakers review key elements of the country’s cryptocurrency framework.

The hearing centers on virtual digital assets, a category India uses for crypto-related holdings. According to the disclosed agenda, the committee is expected to examine core issues including the choice of regulator, how digital assets should be defined and losses tied to offshore trading platforms.

India does not recognize cryptocurrencies as legal tender, but the sector is not banned. The current tax framework applies a fixed 30% tax on investment gains, along with a 1% withholding tax. Those measures have been a defining part of India’s crypto policy even as the country has not yet adopted a full standalone legal framework for the asset class.

As of mid-2026, 54 virtual digital asset service providers had registered with the Financial Intelligence Unit, including CoinDCX, CoinSwitch, Binance and Coinbase. At the same time, about 91.5% of India’s crypto trading volume is said to flow to offshore platforms, making cross-border market activity a central issue for regulators and lawmakers.

The committee has previously heard differing views from stakeholders. The central bank has argued against legalization, while the accounting profession has supported a comprehensive legal framework. That leaves the September 16 hearing as a notable checkpoint in a policy debate that has remained fragmented across taxation, supervision and the legal status of crypto activity.

India is one of the largest policy battlegrounds for crypto because it combines active user demand with a still unresolved legal and supervisory framework. Any movement toward clearer definitions or a designated regulator could affect how exchanges structure local operations, how compliance obligations are enforced and whether more trading activity shifts toward regulated domestic channels.

The hearing also matters beyond India because it highlights a broader regulatory question seen across major markets: whether governments can tax crypto activity without fully integrating it into a dedicated legal framework. A more formal policy direction from India could influence how other jurisdictions approach offshore trading, consumer protection and crypto market supervision.
