Scheme for Renting a Cogeneration Plant for 315 Million UAH Exposed in Kyiv Region
A scheme for misappropriating local budget funds through the rental of a worn-out cogeneration plant for the Vysheva territorial community, amounting to 315 million UAH, has been uncovered in the Kyiv region. Four individuals have been notified of suspicion. The municipal enterprise announced a procurement for the rental of a gas piston unit for the heating season of 2024-2025. The tender conditions required that the equipment be manufactured no earlier than 2020; however, a 2008 unit in need of repair was delivered. It was not launched at the beginning of the 2024 heating season. The investigation established that the actual condition of the equipment and maintenance costs were not taken into account when determining the feasibility of the rental. The municipal enterprise signed a contract with a private company for 315 million UAH, and about 28 million UAH has already been transferred from the local budget. Four individuals have been notified of suspicion under Part 2 of Article 15, Part 3 of Article 27, Part 5 of Article 190, and Part 5 of Article 191 of the Criminal Code of Ukraine for attempted fraud and misappropriation of property through abuse of office. During searches, computer equipment and documentation were seized.
