EBRD Increases Military Risk Insurance Fund in Ukraine to €150 Million
The European Bank for Reconstruction and Development (EBRD) has increased the Ukraine Recovery and Reconstruction Guarantee Fund (URGF) from €110 million to €150 million. This will allow insurance companies to expand coverage for businesses, including the storage of gas assets and goods in temporary warehouses. The URGF is managed by the international company Aon, which guarantees reimbursement for military risks to reinsurer MS Amlin. An additional €40 million is provided with the support of the European Union under the Investment Program for Ukraine. The expansion of the fund will enable companies such as INGO, Colonnade, and UNIQA to offer greater insurance coverage. The program already includes domestic cargo and vehicle damage, and now also covers the transportation and storage of gas assets. The expansion of the program occurs against the backdrop of Russian attacks on infrastructure and blockades of Black Sea ports. The initial fund of €110 million provided reinsurance coverage of over €500 million for nearly 10,000 insurance policies. Since 2022, the EBRD has directed €11 billion in investments to Ukraine, including a record €2.9 billion in 2025.
