Circle Obtains Federal Custody Bank License
Circle has received federal authorization to operate a custody-focused banking framework. The final approval was granted on July 10 to the First National Digital Currency Bank, which will operate under the name Circle National Trust, and is expected to provide custodial services for digital assets to Circle and its affiliates. This license does not establish a traditional retail institution; according to trust bank guidelines, such entities do not provide loans, do not accept deposits, and are not insured by the FDIC. Circle joins a group of federal institutions specializing in custody, fiduciary management, stablecoin reserves, and clearing. Since December, Ripple, BitGo, Fidelity Digital Assets, Paxos, Bridge, Crypto.com, Coinbase, Morgan Stanley, and World Liberty Financial have received some form of OCC approval, though most must meet certain conditions before opening. The OCC has decided to distinguish between final approvals and preliminary or conditional authorizations, requiring companies to meet capital, governance, compliance, and operational requirements before commencing operations. Circle may offer custody services and manage USDC reserves in the future, coinciding with regulators opening federal-level space for crypto companies, distinguishing custody and clearing services from traditional deposit-taking and lending functions. Morgan Stanley noted that as of March 31, uninsured national trust banks manage $7.2 trillion in assets, including $1.7 trillion in custodial and safekeeping accounts, indicating that this form has not emerged due to cryptocurrencies but has been adapting to the industry for some time.
